sclera buckle

I had a sclera buckle in my right eye over 12 years ago -I was told due to the torn retina I needed it- I really did not know I had a problem I went for a yeearly exam and told my Dr I had problems with light-he sent me to a retina specialist thayt stated my retina was torn and I had surgery-I still have a problem with light-my question is I have noticed the buckle is sticking out and it looks like I have a big swollen place on my eyelid and if I look at anyone from the side they remark what is wrong with your eye??? I was released from my retina Doctor years agao and have an opthamologist that tells me the globe of my eye has shifted some and the buckle has moved to the front of my eye -if u look very close staight at me you see it under my lid. It does not hurt and I can see fine as far as I can tell it is a cosmetic thing at this point-my question..is what happened to the retina that was torn? is it ok? it has just occurred to me that the buckle could not be doing its job? and would you recommend that for cosmetic reasons this be fixed or is that a hugh risk to take

This can be removed, probably in the office.  See a retinal specialist.
