Cannot Retract Foreskin

Im 16 years old and have known that its not really normal to not be able to pull back my foreskin. I thought it would just loosen or do its thing eventually but it hasnt. I can masturbate fine and I wash behind foreskin as much as I possibly can. However Im not sure what to do to be able to retract my foreskin. Im also worried because if my girlfriend and I do anything, it will be awkward because I cant retract haha. I don't want to go to a doctor because its awkward and its hard to explain. Also, i tried pulling back my foreskin as far as i can just before until I get pain and i saw a white discharge, what is this?
So what can i do to be able to retract my foreskin and what could the white discharge be? Thanks.

The white stuff is probably smegma. Smegma is normal and harmless, but needs to be washed away once in a while.  Since your foreskin does not retract, you may use a rubber bulb type ear syringe to flush it out.  Just fill the syringe with luke-warm water, stick the nozzle into your foreskin, squeeze it and the water will squirt up into your foreskin.
