It could just be acne due to sweat, its very common, and you can't get warts from masturbating unless your finger has a wart on it and you use that finger.to prevent acne down there put baby powder in under wear when you know you are going to do activities like exercise that make you sweat, change your under wear after sweating, clean area after masturbating and clean hand or toys before masturbating
