a device for the bath tub used in another country

I saw a toy for a baby in another country that floats and goes around their neck and  protects the baby while they are in the bath tub. However apparently they fill the tub and allow the baby to float. My question is what negative long term effects might this have on a baby?  My advice to them has been to stop using it. What might negative symptoms be if any occurred?

It goes around their neck only?  Or around their neck and shoulders?
