Red bump on arm vein

I have a bump on my arm that looks like a wart but I cut it off and it was connected to a vein it almost seem like it is the vein and it is just inflamed and coming out of an old cut if I bump it or pierce it it bleeds it is soft and you can press it down but then it comes right back to the same size

Hello,
It can  be a hemangioma. A hemangioma is a congenital benign tumour or vascular malformation of endothelial cells (the cells that line blood vessels).Females are more prone to get it. The mainstay of treatment is oral corticosteroid therapy but in resistant cases,surgical excision may also be needed.

I would suggest an examination by a dermatologist to confirm the diagnosis. It is very difficult to precisely confirm a diagnosis without examination and investigations and the answer is based on the medical information provided. I think it is a boil or mrsa staph infection
