Blue ''ring'' under the skin of the underside of the penis

A few days ago, I noticed a small bump on the underside of my penis. It is nearly flat; in fact it is  actually palpable almost only when the penis is erect, and seems to be located under the skin without being attached to the harder tissue below. What makes it different from a Fordyce grain (I have plenty of them) is that the outlying region of the said bump looks exactly like a small (2-3 millimeters in diameter), circular blue rubber band under the skin. It does not hurt, itch or cause any discomfort whatsoever, and does not seem to vary in size. I have not had any sexual intercourse of any kind yet, which I suppose rules out the STD hypothesis. Any informations about the nature, causes and possible consequences of this ''bump'' would be much appreciated, as well as means of treatment if possible. Thank you very much, and have a good day! =)

Had the same thing turned out to be an ingrown hair. Thing was over two inches when I pulled it out.

I had a bunch of ingrown hairs inside of that blue rubber band-like ring on the underside of my shaft. One of them were still attached, I pulled it out and left it alone. Now putting antibacterial cream on the area.

It can be a small cyst or benign skin growth. Sebaceous cyst is filled with a soft, whitish brown material that sometimes oozes out onto the skin's surface. This material is called sebum. Treatment includes small surgical opening into the skin and removing the sac (excision biopsy). But recurrence is quite common.
